Discussions on the reform of the Common Agricultural Policy (CAP) tend to focus on the big products (sugar, cereals, oilseeds, milk, meat), which are also the products of northern European countries. However, wine, olive oil, fruit and vegetables (especially lemons), tobacco and even cotton are strategic for the southern countries that produce them; some products have major budgetary implications, while others pose political problems that are difficult to resolve. With a view to the Commission’s forthcoming proposals and the ensuing debate, this publication aims to provide a better understanding of the issues at stake.
